Toronto Building is undergoing a comprehensive transformation to become a modern, client centric organization. As Canada’s largest municipal building regulator, the Division is critical to Toronto’s success and prosperity. Its core services — issuing building permits and inspecting construction — ensure that Toronto’s built environment is safe, accessible, and sustainable.

As the Deputy Chief Building Official and Director, Inspections, you will be responsible for overseeing the inspections function for the Toronto Building Division. Skilled at managing change, you will dive into leading the implementation of the new structure, guiding your team as a transformational leader who can support continued inspections operations.

Leading our efforts to develop and implement policies and programs that drive major improvements in building inspection practices and overall business performance, you will play a pivotal role in guiding the transformation of our inspections function to meet the evolving needs of our community and industry.

You will coach and motivate a diverse workforce, ensuring effective teamwork, resolving controversial labor relations issues, and maintaining high standards of work quality and organizational performance. Additionally, you will guide the development of and administer the annual budget for the inspection stream, ensuring expenditures are controlled and maintained within approved limits.

With final authority over the permit approval process and construction projects, you will ensure that all decisions uphold financial, health, safety, and community considerations. You will prepare various reports for executive review by the Council, Standing Committees, and Community Council, providing strategic insights and recommendations.

Furthermore, you will represent the City on regional and provincial groups, providing advice and guidance on technical information relating to complex or community-sensitive projects and mediating differences between stakeholders. You will also direct activities related to the defense of insurance claims, challenges under the Building Code Act, and enforcement of Building Code compliance.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Education in engineering, architecture, urban planning, or a related field, or approved equivalent of education and experience.
  2. Extensive experience leading an inspection and/or planning review functions within a large, complex environment.
  3. Experience leading a team through large scale change and transformation.
  4. Considerable experience managing a budget and allocating resources.
  5. You are qualified or in the process of obtaining qualification, or able to complete and achieve qualification as a Deputy Chief Building Official as required and administered by the Ministry of Municipal Affairs and Housing in accordance with the Ontario Building Code Act.
  6. Strong understanding of building codes, regulations, and industry standards.
  7. Exceptional leadership, communication, and negotiation skills.
  8. Political acuity and experience in representing organizational interests at various levels of government.
  9. Ability to analyze stakeholder needs and opinions and develop effective consultation processes.
  10. Experience in directing activities related to legal and regulatory compliance.
